Happy New Year !

I’m always curious about other people’s New Year’s Resolutions. It’s always interesting to know the way other minds work, and often enough it also endorses an old belief of mine – that the world is really a funnier place than we think.

Here are some resolutions, in no particular order, that I came across and found, well, interesting :

1. I will not look at boys – 13 year old girl

2. I will not tell the same story at every get together- Incorrigible bore

3. I will eat ice-cream at midnight – every midnight of the year, I mean, not just this one – Ice-cream Connoisseur

4. I will not let the dog hog the pillow, growl at me from the sofa, and snatch the bun from my plate – this year she’s going to learn that I’m the Alpha of the house and only I get to do certain things – Owner of untrained dog.

5. I won’t worry so much – Fuss Budget

6. I need to start worrying a little – The Merry Spirit

7. I will cut my hair – Longhaired person

8. I will grow my hair – Shorthaired person

9. I will shave my head – Hairy person

10. I will polish my pate – Bald person

11. So many men, so little time – will make more time – Young Woman

12. This year I’m going to be kind – Unkind Person

13. This year I’m going to stop being so nice – Person who overdid it.

14. I will quack like a duck first thing in the morning and last thing at night – Donald Duck Fan

15. I will do less laundry and use more deodorant – Lazy and Smart Fellow

Doctors’ association urges govt to implement provisions of 6th pay panel

The Bihar State Health Services Association on Sunday urged the state government to implement the provisions of the Sixth Pay Commission, applicable for Central government doctors, in toto for them as well. The association, at its meeting of extended executive body, also passed a resolution that its members were willing to accept all the logical conditions of the state government for getting the benefit.

Sunday executive meeting also thanked the state government for giving the association members benefit of Central payscale and dynamic ACP and expressed hope that the government would take steps for strengthening the medical directorate.

Discussion on anomalies in the government rules, 2008, dealing with service conditions of government doctors also took place and the committee urged the government to remove anomalies dealing with things like minimum qualification for appointment as government doctor and changes in the criteria for being appointed in administrative grade posts.

The meeting was chaired by association president Dr Ram Nagina Singh and IMA, Bihar chapter, office-bearers, including its president, Dr Raman Verma and secretary Dr Arun Kumar Thakur.

    Google Earth used by terrorists in India attacks

    The terrorists that attacked various locations in south Mumbai last week used digital maps from Google Earth to learn their way around, according to officials investigating the attacks.

    Investigations by the Mumbai police, including the interrogation of one nabbed terrorist, suggest that the terrorists were highly trained and used technologies such as satellite phones, and global positioning systems (GPS), according to police.

    Google Earth has previously come in for criticism in India, including from the country’s former President, A.P.J. Abdul Kalam.

    Kalam warned in a 2005 lecture that the easy availability online of detailed maps of countries from services such as Google Earth could be misused by terrorists.

    Indian security agencies have complained that Google Earth exposed Indian defense and other sensitive installations. Other nations, including China, have made similar complaints regarding military locations.

    However the places attacked by terrorists last week did not come under the category of defense or sensitive installations. The information available to the terrorists on Google Earth about the locations they attacked is also available on printed tourism maps of Mumbai. The locations included two hotels, a restaurant, a residential complex, and a railway station.

    Time to listen to people, Mr PM

    Dear Mr. Prime Minister,

    I was initially reluctant to write this letter to you. But, since The Economic Times Awards for Corporate Excellence have now been postponed, and your next trip to Mumbai is shrouded in uncertainty, thereby robbing our chance for a brief heart-to-heart, I felt that this would probably be the best way to catch your attention.

    With every newspaper leader writer churning out editorials full of admonishment, you might just like to read this column, by way of a pleasant diversion. This column also proposes to provide you with some counsel-unsolicited, as always.

    * The first piece of advice for you would be to revisit the sixth pay commission recommendations for the armed forces. This encompasses all associated issues, such as reduction in status as well as disparity in pay scales with civilian counterparts. True, there is some merit in the argument that, as a democracy, India needs to maintain its fine civilian-military balance. It’s our strength and that should be preserved. But, that same divide is now becoming a deep rift and could pose unspeakable dangers.

    Blogs unite Indians in face of terror

    As Indian security forces waged a 59-hour battle against the terrorists who had attacked 10 prominent places in Mumbai, internet blogs united horrified people across India. While some used them to give vent to their anguish and pray for the victims, others provided minute-by-minute updates of the tragedy.

    An eerie feeling when you wake up in the morning and hear such words from a three-year-old – ‘Bua (Aunt) no office today. Taj Mahal (hotel) is burning. I saw it‘. Strange, looking at her innocent face I realised I didn’t matter to myself. It’s our kids we fear for. Guess the time has come to talk them through the word terrorist.”

    The entry was made by Saakshi O. Juneja in her blog post “Mumbai – Shaken and Stirred” Thursday. The previous night, armed young men had unleashed a reign of terror in India’s financial capital. At least 152 people were killed and 327 injured in the attacks – the most audacious the country has ever seen.

    Bloggers Vinu and Arun Shanbhag frantically uploaded photographs of the three spots where the terrorists were holed up, taking many foreigners hostages, and of the security operations on their blogs and , respectively.

    These photographs were also supplemented by the uploading of images on picture sharing websites.

    In an open letter to “Dear Mr. Terrorist” on his blog, Shoaib Mohammed Daniyal condemned the terrorists for killing innocents in the name of the maltreatment of Indian Muslims.

    “You say that they killed 130 people in Mumbai to avenge the maltreatment that people like me with names like Mohammed have faced in India. Let me tell you something about myself.

    “I did my schooling in Calcutta in one of the city’s finest schools – La Martiniere for Boys. I completed my graduation in Electrical Engineering from the Birla Institute of Technology, Mesra and am now employed with a premier business research firm in Gurgaon.

    “If there was wide spread discrimination against Muslims, as you claim, how did these institutions take me in? A cursory look at my name is all it takes, if you want to discriminate,” Daniyal’s blog entry read.

    As soon as terror struck Mumbai, communities condemning the dastardly attacks spurted on various social networking sites.

    Mumbai Terror Attacks: I condemn it“, a community on popular networking site Facebook, was created within hours of attack asking everyone to “stand together irrespective of race, colour, creed and religion”. So far, it has attracted 12,842 members.

    The Mumbai terror attack and the Indian response to it has been the main topic for online discussions.

    Praying for those who fell victims to the sinister designs of the terrorists, one blogger wrote: “My heart goes out to the victims of this terror attack; to those families who are mourning the loss of a loved one today; and to the families of those who were wounded. May the creator help all those hurting in India and around the world to find solace and comfort during this time.”

    Within no time of the incident, a blog “Mumbai Help” come up with helpline numbers, and lists of those dead and injured in this unfortunate incident. Another site, “Mumbai Metblog” , is asking readers to donate blood to injured people in attack by providing the telephone number of hospitals.

    On microblogging site Twitter, 80 messages were posted within five seconds with the updates of the incidents. Moreover, a new profile – mumbaiattack – was created just five hours after the terrorist struck.

    Uttar Pradesh employees get pay parity with central government

    Uttar Pradesh Chief Minister Mayawati Thursday announced pay parity with the central government for the state government’s 1.8 million employees and teachers.”All state government employees and teachers of both state-run and government-aided educational institutions will receive the salaries as revised by the sixth central pay commission, with effect from January 2009,” Mayawati told mediapersons after taking the decision at a meeting of her cabinet earlier in the day.

    She said: “While the new pay scales will actually come into force with retrospect from January 2006, only 20 percent of the arrears would be disbursed to the employees right away. The remaining 80 percent would go into their respective provident fund accounts.”

    According to the decision taken by the state cabinet, all state government pensioners would also benefit out of the pay commission recommendations.

    Besides other benefits, employees working in cities with over 100,000 people, would also be entitled to a city compensatory allowance.

    Mayawati said: “Even though the pay revision would entail a heavy financial burden on the state exchequer, we had decided to meet it through mobilisation of resources.”

    6th Pay Commission: Employees await hike

    Chandigarh: Disappointed with the delay in implementation of the 6th Pay Commission, the Haryana Karmachari Sangh has announced a rally in Rohtak on November 30.The state Government employees are anxious over the non-implementation of the recommendations, despite the assurance given by Chief Minister Bhupinder Singh Hooda that employees would get a hike soon. Meanwhile the IAS officers in the state availed a fat hike in their salaries two months ago.

    A spokesman of the Haryana Karmachari Sangh said there was resentment among the employees over not getting an increased pay.He said the sangh had earlier submitted a 30-point memorandum of demands to the Haryana Chief Secretary, Dharamvir, but the government is yet to respond to their demands.

    The demands included a 30 per cent hike in the house rent allowance and Rs 1,000 per child per month to the employees. They also demanded a 6 per cent hike in rural compensatory allowance for the government employees.

    The spokesman said they would continue to pressurise the government till their demand was met. The Haryana government had set up a committee under the chief secretary to look into the issue to decide the actual hike in the salaries of the employees according to the new recommendations. The committee is yet to finalise its report.

    Talking to The Indian Express Dharamvir, Chief Secretary, said he had received about 225 suggestions on the 6th Pay Commission from the employees which had to be looked into. ” We have cleared most of the suggestions received by us. The committee is likely to hand over its report to the government soon,” he said.
    In anticipation of the 6th Pay Commission, the Haryana government had already made a provision of Rs 1,550 crore in the annual budget this financial year.

    The total burden on the government with the implementation of the 6th Pay Commission recommendations is expected to be around Rs 6,000 crore.

    The per year burden on the state budget would be around Rs 1,200 crore, according to sources. The state government is expecting a 25 per cent hike in the Value Added Tax (VAT) collections which would be handy in making payment to the employees, according to Birender Singh, Finance Minister of the state.

    Karamvir Singh, president of Confederation of SC/BC Organisations said the employees are expecting a pay hike at the earliest.

    Pay Revision of Executives ( Board level Executives, below Board level Executives and Non-Unionized Supervisors) of Central Public Sector Enterprises (CPSEs) w.e.f. 1.1.2007

    The Union Cabinet on 20 Nov gave its approval for accepting the recommendations of 2nd Pay Revision Committee (PRC) as a package with regard to Dearness Allowance, House Rent Allowance, Leased Accommodation, City Compensatory Allowance, other allowances / perks, Variable Pay / Performance Related Pay, Memorandum of Understanding, Performance Management System, Remuneration Committee, Long Term Incentives, Cost to the Company, retirement age, Non Unionized Supervisory staff, pay of executives moving from holding companies to subsidiary companies or vice-versa on deputation / transfer, pay of Government officers on deputation to CPSEs and Superannuation Benefits. The decision has been approved on the recommendations of Committee of Secretaries (CoS). 
    The revised pay scales would be implemented by issue Presidential Directive in respect of each CPSE separately by the concerned Administrative Ministry / Department. The revised pay scales will be effective from 1.1.2007. The payment of HRA, perks and allowances based on the revised scales will, however, be from the date of issue of Presidential Directives. 
    The expenditure on account of pay revision has to be entirely borne by the CPSEs, out of their earnings and therefore, no financial outgo from the Government on account of pay revision is envisaged. 
    An Anomalies Committee consisting of Secretaries of DPE, DOE and DoPT may be constituted to look into further specific issues / problems that may arise in implementation. 

    SALARIES OF JUDGES OF THE SUPREME COURT AND HIGH COURTS INCREASED

    The Cabinet in its meeting held yesterday decided to increase the salaries of Judges of the Supreme Court and High Courts. This revision has been necessitated because of the increase in the salaries of the Central Government employees on acceptance of the recommendations of the Sixth Central Pay Commission. 

    The Chief Justice of India will now get a salary of Rs.1,00,000/- p.m. plus Dearness Allowance(DA) thereon. Judges of Supreme Court and Chief Justices of High Courts will draw a salary of Rs. 90,000/- p.m. plus DA thereon whilst the Judges of High Court will draw a salary of Rs.80,000/- p.m. plus DA thereon. This will be effective from 01.01.2006. 40% of the arrears of salary will be given in the current financial year and the balance 60% in the next financial year. 
    The Government has also decided to double the existing limit of both sumptuary allowance and furnishing allowance for all the Supreme Court and High Court Judges. This will be effective from 01.09.2008. 
    Necessary Government order will issue after effecting amendment in the relevant legislation.
