Happy New Year !

I’m always curious about other people’s New Year’s Resolutions. It’s always interesting to know the way other minds work, and often enough it also endorses an old belief of mine – that the world is really a funnier place than we think.

Here are some resolutions, in no particular order, that I came across and found, well, interesting :

1. I will not look at boys – 13 year old girl

2. I will not tell the same story at every get together- Incorrigible bore

3. I will eat ice-cream at midnight – every midnight of the year, I mean, not just this one – Ice-cream Connoisseur

4. I will not let the dog hog the pillow, growl at me from the sofa, and snatch the bun from my plate – this year she’s going to learn that I’m the Alpha of the house and only I get to do certain things – Owner of untrained dog.

5. I won’t worry so much – Fuss Budget

6. I need to start worrying a little – The Merry Spirit

7. I will cut my hair – Longhaired person

8. I will grow my hair – Shorthaired person

9. I will shave my head – Hairy person

10. I will polish my pate – Bald person

11. So many men, so little time – will make more time – Young Woman

12. This year I’m going to be kind – Unkind Person

13. This year I’m going to stop being so nice – Person who overdid it.

14. I will quack like a duck first thing in the morning and last thing at night – Donald Duck Fan

15. I will do less laundry and use more deodorant – Lazy and Smart Fellow

Confessions of a banned book lover!

The Stage Zero : My Love for books

My love for books dates back to Stone age,i read as many books as possible in school days and gradually developed a habit of reading.When i found out that there are ebook that i can download for free and read on computer ,it was like i was standing before an ocean of free knowledge. All I needed was a method to seive this ocean and filter out the relevant content. Google proved to be the best tool for the purpose and provided me with gazillions of links and titles.

This was the first stage : Discovering Google as a means to satisfy the need for books.

Then one day,I came across Project Gutenberg (If you remember , Gutenberg invented the first printing Press and the first book to be printed was Bible that came to be known as Gutenberg Bible!). This project aims to compile all the world’s literature as a single,searchable archive! But mostly the books were all in free domain means you can find Shakespeare but could not find Paulo Coelho. A book comes into Public(Free) Domain if it has no copyright associated with it or it is an anonymous creation of the author has died 100 (I dont remember exactly..) years ago. But you can not find magazines,comics,computer books ,tutorials and other study material there.

Second Stage : Discovering Project Gutenberg.

Inspired by Project Gutenberg and having studied its shortcomings, I decided to start a collection of my own. Since there was no use re-inventing the wheel, I aimed to collect the books that were not in public domain (means copyright protected!!) and the books that most of us needed (like new authors,thrillers,tutorials,study materials etc etc). So I started my collection . Searched the books on Google ,downloaded them,organised them, If there was some problem with the fonts ,i fixed it . If it was a document, i converted it to pdf. Converted it into other formats like chm,hlp,lit,jar etc etc. I did this for almost two months and had a pretty decent collection when i decided to share it with the rest of the world. This was going to be a big step as i was going to violate some serious copyrights.(I Will get back to it later.)

Third Stage : My Romance with esnips

Having figured that i was going to share the collection, I opened an account on esnips (in 2004) it provided 1 GB free space at that time. The name of the account was “Tarun Reflex” (as usual) . That was the first time i used the handle “Reflex” (‘Reflex’ also has a story behind it that is too personal, will definitely blog on it whenever i’ll feel over-expressive). I started uploading books and books after books.. Soon it grew to be the biggest collection on esnips with more than 10,000 books in 92 organized folder. All of them free to download and share. Most of the major authors were there (As you will find in the list that is given at end of this post).. I had more than 10,00,000 visitors in 6 months. Moe than 3000 comments and hundreds of daily-emails requesting for ebooks. It was also the time when Orkut was just started.

Fourth Stage : Break-Up With esnips.

Efrat Moshkovich. You know him? You better not. You don’t know this guy unless you break thousands of copyright laws.I assume him to be the copyright in-charge of ensips who mailed me about the repeated copyright violations. I was too much in love with esnips to accede this warning by my so-called father-in-law and then one hot morning in July of 2005, I woke on my hostel bed feeling alone & divorced-before-marriage. I was banned from esnips for ever,My all accounts were banned,my email id was banned from future registration,  they even banned the tag ‘Tarun Reflex’!! You can stil find traces of mt esnips account in google’s seacrh result while searching for ‘best ebooks site’.

It was really a bad day! But i still have a new esnips account that is still active and you can find few books here (Besides there is complete collection of Mills and Boon for all those romance lovers.)

Fifth Stage : Heaven behold the faith departed!

By now, I had a personal collection of over 1,00,000 ebooks ranging from fiction to bedas, Comics to whitepapers, science to jokes,biographies to movie scripts, magazines to audio books,study material for IAS,CAT,GATE,GRE,TOEFL,French,AFCEH,EC etc etc.. Books on computers acquired 15 GB alone! As i was interested in troubleshooting and hacking, i had pretty good material on the subject including hacking using Blue Boxes to new tunneling and proxy techniques .. Banned from esnips, i started a new community on Orkut by the name BOOKS AND BOOKS that is still active and growing (Why don’t you join it?). this time i didnt want to take any chances so i decided to send books by email as an attachment. Now there are more than 5000 email ids in my gmail contacts . I have sent 78 ebooks deliveries (containing 8-10 books each in delivery,on average!) Sent 22 Parts of Mills and Boon (approx 15 books in each part.) and thousands of requests. (Check the community for more details).

Sixth Stage : Sharing the Sources.

I have more links to ebooks than i have ebooks. The job of sending books by email is becoming more and more difficult day-by-day. Google changed its way of adding contacts to gmail making it hard to add bulk-contacts.  I get banned for 24 hours after every 500 emails i send , It takes around one week to send single delivery to all. recently i started a new blog for sharing all the links i have collected over the last 4 years.  I gave a seminar on Intelligent Information Retrieval that can be downloaded/viewed here..

However, I am posting my favorite technique here, Its just a single trick for google that will lead you into world of freedom.

This trick is based on simple observation  : Don’t search for books,Search for servers that host the books. In this way you are searching for a wider domain that is specific to the subject of your choice.

Try this query:

Sixth Pay Commission Report | Summary Of Information | Important Points

With so much crude information available about Sixth Pay Commission,confusion is bound to arise. Even on my site with so many posts related to Sixth CPC, One may wonder what to read and what to leave & even what to read first. With the aim of making things simpler , I am summarizing the posts related to Sixth CPC here and will also try to indicate who should read what and in what order.

The Cabinet has broadly accepted the recommendations of Sixth CPC with some modifications in the wake of representations received from various sections/Associations of Central Government employees.

These largely undeclared “minor modification” are exactly the epicenter of whole confusion. Govt. has not made these modifications public . Information keeps pouring in one time or another. It makes difficult for us to say anything with surety because who know what these “minor modifications” may have or may not have in store for us.

Unions alleges Sixth Pay Commission only favored officers ; Calls nationwide strike on August 20

Accusing the government of pursuing “anti-labour” and “neo-liberal” programmes, eight major trade unions today called for a nationwide strike on Wednesday to press for reversal of the policies that are leading to inflation.

The unions, to be supported by 40 federations of Central and state government employees, will organise demonstrations, rail and road blockades during the day-long agitation to protest against the government’s economic and labour policies.

“The agitation will be a warning to the government that their design of doing as they like to pamper the corporates and speculators, both the domestic and foreign at the cost of the rights and livelihood of the toiling people will be resisted tooth and nail and they have to pay heavily for such misdeeds,” a joint statement issued by the unions said.

The agitators have six-point charter of demands which include curbing inflation, a comprehensive Unorganised Workers Bill, loan-waiver scheme for farmers, proper implementation of labour laws.

The grievance also relates to the 6th Pay Commission, which the unions allege favours only the officers and neglects the junior employees.

“This is going to be the largest ever strike organised by the trade union movement. If the government fails to comply with our demands we will take further actions,” said CITU President M K Pandhe.

UP govt to implement 6th Pay Commission Report

Few hours ago Uttar Pradesh Chief Minister Mayawati announced that Uttar Pradesh State Government Employees  will be getting the new pay scale as per the New Sixth Pay Commission Report from December 2008. The salary will be increased effective from January 2006 (as in Central Pay Commission Report).

The Committee has been asked to submit report within three months so that new pay scale can be given from December-2008 to UP State Govt. Employees.

Its definitely a good news for UP State Govt. employees.genrally there is a lag of 5-6 months between increments in pay scale of Central Govt. Employees and State Govt. Employees.

Uttap Pradesh

 

The Uttar Pradesh government today announced revision of wages of state government employees in accordance with the recommendations of the Sixth Pay Commission with effect from January 2006.

Chief Minister Mayawati said the state government employees would get revised wages from December 1, 2008 and the arrears would be paid from January 1, 2006.

This will entail additional financial burden of Rs 5189 crore per annum on the state exchequer.

The state government will have to bear an additional financial burden of Rs 14775 crore to pay the arrears.

A committee headed by a retired senior IAS officer Jagmohan Lal Bajaj has also been constituted to suggest ways and means to revise the state government employees wages on the pattern of the central government, the Chief Minister said adding that the committee had been asked to submit its report with three months.

The Chief minister said her government had inherited an empty coffer from previous governments which is why it had demanded a special package of Rs 80,000 crore from the Centre to meet various financial requirements of the state.

Although the additional financial burden will have an adverse impact on the ongoing developmental schemes, all possible efforts will be made to minimise it by better mobilisation of its financial resources and curtailing unnecessary expenditure and checking tax evasion. (Courtesy : PTI)

IMPLEMENTATION OF THE RECOMMENDATIONS OF SIXTH CENTRAL PAY COMMISSION

The Union Cabinet today gave its approval for implementation of the recommendations of the Sixth Central Pay Commission. The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008. The Cabinet has also decided that arrears will be paid in cash in two instalments – first instalment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10).

2. The Cabinet has broadly accepted the recommendations of Sixth CPC with some modifications in the wake of representations received from various sections/Associations of Central Government employees. The new system of four Pay Bands with 20 Grade Pays recommended by the Commission has been accepted with some minor modifications.

3. The minimum Basic Pay for a Government servant has been increased to Rs.7000 from Rs.6660 recommended by the Sixth CPC. Consequently, the total emoluments of an employee at the lowest level will exceed Rs.10,000 p.m., including allowances.

4. The other highlights of the Cabinet decision covering all Government employees including the Defence Forces are:-

(i) Enhancement in the fitment in revised pay bands, which was recommended by the Sixth CPC to be based on multiplication factor of 1.74 to 1.86. This would result in increased emoluments for Government employees.

(ii) Increase in the rate of annual increment from 2.5% to 3%.

(iii) Removal of Campus restriction for grant of Transport Allowance.

(iv) Increase in Transport Allowance at the lowest level to Rs.600 (from Rs.400 in A-1/A class cities recommended by the Sixth CPC) and Rs.400 (from Rs.300 in other cities recommended by the Sixth CPC).

(v) At least three promotions have been assured for all Defence Forces’ personnel and civilian employees under the modified Assured Career Progression (ACP) Scheme. While the civilians would get it after 10, 20 and 30 years of service, the Defence Forces Jawans would get ACP in 8, 16 and 24 years.

5. For the Armed Forces personnel, the Commission, for the first time recommended a Military Service Pay (MSP). The Cabinet has increased the rate of MSP for PBORs to Rs.2000 from Rs.1000 recommended by the Commission. The Officers of the Defence Forces would get an MSP of Rs.6000 over and above their Pay.

6. The middle level officers of the Defence Forces namely Colonels and Brigadiers have been placed in the highest Pay Band of PB-4.

7. Senior Lt. Generals overlooked for promotion as Army Commanders due to lack of residual service would now get the grade of Army Commander (Secretary’s grade). In the case of existing Major Generals/Lt. Generals, MSP will be taken into account notionally for fixation of pay on 1/1/2006.

8. As replacement of the pay scale of Rs.24050-26000, a separate pay scale has been carved for DGPs, PCCFs, GM (Railways), members of the Boards of Income Tax, Customs & Central Excise, Postal and Ordnance Factories, among others, who were in this pre-revised scale. This would take them to the level of Rs.80000 in two years as against three years in the pre-revised scale.

9. Further, the IPS Pay Rules and the Indian Forest Service Pay Rules will be appropriately modified to provide in each State cadre one post of DGP and one post of PCCF at the apex level of Rs.80000 for heading their respective Forces.

10. Middle level Police and Civilian officers i.e. DIGs, Conservator of Forests, Scientists E & F, Superintending Engineers, Directors, Additional Commissioners of Income Tax and Central Excise and posts in equivalent grades have also been placed in PB-4.

11. Other salient decisions taken by the Cabinet are:-

(i) The lower limits of Disability Pension for Defence personnel to be doubled from Rs.1550 to Rs.3100. War Disability Pension to be granted at 60%;

(ii) The rates of Special Forces Allowance for Army and Air Force to be equated with navy’s Marine Commando Allowance;

(iii) For the officers of Central Para Military Forces, all the posts of Additional DIG upgraded to DIG level by the Pay Commission to continue to be manned by the cadre officers of CPMFs;

(iv) For the Railway employees who are in receipt of Running Allowance, this allowance will be taken into account while fixing their pay in revised pay bands;

(v) Government has continued the present position of granting Group A scale to Group B officers after 4 years of service and these officers would be placed in PB-3 instead of PB-2 recommended by the Sixth CPC. This would benefit Group B officers of the Railways, Accounts Services, CSS, CSSS and DANICS & DANIPS.

(vi) For Doctors, the Cabinet has approved promotions under the Dynamic ACP Scheme upto Senior Administrative Grade (Joint Secretary level) for Doctors with 20 years of service. Counting of Dearness Allowance (DA) on Non-Practicing Allowance (NPA) as on 01.01.2006 for fixing their pay in revised pay bands has also been approved;

(vii) For the scientists, continuation of the existing system of grant of Special Pay of Rs.2000 p.m. to Scientists G on promotion and doubling of the amount to Rs.4000 p.m. in Departments of Space and Atomic Energy and Defence Research & Development Organisation (DRDO) has been recommended.

12. The financial implications in 2008-09 on account of the implementation of the recommendations of the Sixth Central Pay Commission as modified by the Cabinet will be around Rs.15700 crore on the Central Budget and Rs.6400 crore on the Railway Budget.

Sri Aurobindo’s message for India’s Independence on 14th August 1947

August 15th, 1947 is the birthday of free India. It marks for her the end of an old era, the beginning of a new age. But we can also make it by our life and acts as a free nation an important date in a new age opening for the whole world, for the political, social, cultural and spiritual future of humanity.

August 15th is my own birthday and it is naturally gratifying to me that it should have assumed this vast significance. I take this coincidence, not as a fortuitous accident, but as the sanction and seal of the Divine Force that guides my steps on the work with which I began life, the beginning of its full fruition. Indeed, on this day I can watch almost all the world-movements which I hoped to see fulfilled in my lifetime, though then they looked like impracticable dreams, arriving at fruition or on their way to achievement. In all these movements free India may well play a large part and take a leading position.

The first of these dreams was a revolutionary movement which would create a free and united India. India today is free but she has not achieved unity. At one moment it almost seemed as if in the very act of liberation she would fall back into the chaos of separate States which preceded the British conquest. But fortunately it now seems probable that this danger will be averted and a large and powerful, though not yet a complete union will be established. Also, the wisely drastic policy of the Constituent Assembly has made it probable that the problem of the depressed classes will be solved without schism or fissure. But the old communal division into Hindus and Muslims seems now to have hardened into a permanent political division of the country. It is to be hoped that this settled fact will not be accepted as settled for ever or as anything more than a temporary expedient. For if it lasts, India may be seriously weakened, even crippled: civil strife may remain always possible, possible even a new invasion and foreign conquest, her position among the nations weakened, her destiny impaired or even frustrated.

This must not be; the partition must go. Let us hope that that may come about naturally, by an increasing recognition of the necessity not only of peace and concord but of common action, by the practice of common action and the creation of means for that purpose. In this way unity may finally come about under whatever form – the exact form may have a pragmatic but not a fundamental importance. But by whatever means, in whatever way, the division must go; unity must and will be achieved, for it is necessary for the greatness of India’s future.

Another dream was for the resurgence and liberation of the peoples of Asia and her return to her great role in the progress of human civilisation. Asia has arisen; large parts are now quite free or are at this moment being liberated: its other still subject or partly subject parts are moving through whatever struggled towards freedom. Only a little has to be done and that will be done today or tomorrow. There India has her part to play and has begun to play it with an energy and ability which already indicate the measure of her possibilities and the place she can take in the council of the nations.

The third dream was a world-union forming the outer basis of a fairer, brighter and nobler life for all mankind. That unification of the human world is under way; there is an imperfect initiation organised by struggling against tremendous difficulties. But the momentum is there and it must inevitably increase and conquer. Here too India has begun to play a prominent part and, if she can develop that larger statesmanship which is not limited by the present facts and immediate possibilities but looks into the future and brings it nearer, her presence may make all the difference between a slow and timid and a bold and swift development. A catastrophe may intervene and interrupt or destroy what is being done, but even then the final result is sure. For unification is a necessity of Nature, an inevitable movement. Its necessity for the nations is also clear, for without it the freedom of the small nations may be at any moment in peril and the life even of the large and powerful nations insecure. The unification is therefore to the interests of all, and only human imbecility and stupid selfishness can prevent it; but these cannot stand for ever against the necessity of Nature and the Divine Will. But an outward basis is not enough; there must grow up an international spirit and outlook, international forms and institutions must appear, perhaps such developments, as dual or multilateral citizenship, willed interchange or voluntary fusion of cultures. Nationalism will have fulfilled itself and lost it militancy and would no longer find these things incompatible with self-preservation and the integrality of its outlook. A new spirit of oneness will take hold of the human race.

Another dream, the spiritual gift of India to the world has already begun. India’s spirituality is entering Europe and America in an ever increasing measure. That movement will grow; amid the disasters of the time more and more eyes are turning towards her with hope and there is even an increasing resort not only to her teachings, but to her psychic and spiritual practice.

The final dream was a step in evolution which would raise man to a higher and larger consciousness and begin the solution of the problems which have perplexed and vexed him since he first began to think and to dream of individual perfection and a perfect society. This is still a personal hope and an idea, an ideal which has begun to take hold both in India and in the West on forward-looking minds, The difficulties in the way are more formidable than in any other field of endeavour, but difficulties were made to be overcome and if the Supreme Will is there, they will be overcome. Here too, if this evolution is to take place, since it must proceed through a growth of the spirit and the inner consciousness, the initiative can come from India and, although the scope must be universal, the central movement may be hers.

Such is the content which I put into this date of India’s liberation; whether or how far this hope will be justified depends upon the new and free India.

Sixth Pay Commission Report With Salary Calculator

Justice Srikrishna has submitted the much-awaited sixth Pay Commission report to Finance Minister P Chidambaram. According to media reports,Justice B. N. Srikrishna has recommended over 40 percent hike in the basic salary for the government employees at the senior level.

There will be a substantial hike for government employees in other categories as well. The hike may take effect from the earlier date of January 01, 2006. That means, all government employees will get huge bonanza in terms of arrears.


While the report suggested that DA (Dearness Allowances) to be hiked to 14% of basic pay, HRA in Mumbai, Delhi will remain unchanged at 30% of the basic salary. The government has also decided to merge 50 per cent of the Dearness Allowances (DA) in the basic pay of its employees. The Pay Commission report will benefit 55 lakh Central Government employee, which might the cost the government Rs.13,000 – Rs. 16,000 crore per annum. The commission was set up by government in 2006.
We just received the latest update on some of the important recommendations in the sixth Pay Commission report.
Here are those key features:


1) Lowest Salary – Rs. 7000/
2) Education Allowances for employees having two children – Rs. 1,000/ (Earlier, it was Rs. 100/)
3) Highest Salary – Rs. 90,000/ (Cabinet Secretary)
4) National Holidays – 3
5) Gazetted Holidays to be cancelled (Govt. did not accept this!!
& and decided to continue with the existing number
of gazetted holidays in a year.)
6) Pay hike will be implemented from January 01, 2006
7) Maternity Leaves: 6 Months
8) Employees living in A-1 Cities – 30% HRA (Unchanged)
9) Employees living in A, B, B-1 Cities – 20% HRA
10) Incentive Schemes will be announced
11) New Medical Insurance Scheme to be launched for government employees
12) Market-driven pay for scientists and all other jobs that require professional skill set.
13) Total number of salary grades to be reduced from 35 to 20.

The wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after the Cabinet meeting.

The government increased the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year.

Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.

It also increased the rate of annual increment from 2.5 per cent to 3 per cent.

In the defence sector, it approved at least three assured promotions for all defence forces personnel and civilian employees under the modified Assured Career Progression scheme.

While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years.

The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments – 40 per cent this fiscal and 60 per cent in 2009-10.

The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09.

The government’s present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore.

Finance Minister P Chidambaram said the budget deficit target would be adhered to, despite the implementation of the Pay Commission recommendations.

The government for the first time approved Military Service Pay for armed forces personnel, under which officers would get Rs 6,000 over and above their pay per month.

The lowest limit of disability pension for defence personnel would be doubled to Rs 3100 a month.

The Union Cabinet on Thursday approved recommendations of Sixth Pay Commission. The pay panel recommendations will come into effect from January 1, 2006.Arrears will be paid in cash in two installments, 40 per cent will be paid this year and the rest next year.Now, minimum basic pay of a government employee has been raised to Rs 7000.
